&lt;p&gt;I decided to look into this further and see just how true it is.&lt;/p&gt;

&lt;p&gt;Going back to 1960, before which the BBWA’s Hall of Fame voting was quite a bit more chaotic before the current rules were instituted, only 8 players have garnered 50% or greater at some point and failed to be elected to the Hall of Fame; Jim Bunning, Orlando Cepeda, Nellie Fox, Gil Hodges, Enos Slaughter, Sam Rice, Edd Roush, and Eppa Rixley.&lt;/p&gt;

&lt;p&gt;Even among these, all but one made it into the Hall through the veteran’s committee. The lone outlier is Gil Hodges. Some of these Vet-elected members came tantalizingly close, as well. Bunning fell 4 votes shy in 1988; Cepeda, 7 shy in 1994; and Fox, 2 short in his final ballot in 1985.&lt;/p&gt;
